WebP reading support has been added in TDE/tdelibs#277, but still waiting to add support to the viewers that are part of tdegraphics. Therefore, I want to handle this debt before the release of R14.1.3.

For Gwenview it is already done by TDE/gwenview#42. As well as for Digikam by TDE/digikam#25.
